Friday, April 26, 2024 - President William Ruto has assented to The Statute Law (Miscellaneous Amendments) Bill which amended the Traffic Act to allow for the use of technology in enforcing traffic rules. The new law also increases the fines that were to be imposed on motorists who fail to appear in court or pay the penalty as directed by the traffic police. Initially, as had been detailed in the Traffic Act Cap 403, motorists who failed to appear in court as directed by police were to pay a fine of Ksh200. However, the Statute Law (Miscellaneous Amendments) Bill proposed to have the fine increased to Ksh2,000. On the other hand, any person who tears or defaces a traffic offense notification that has been fixed to a car by the police will now pay a Ksh200,000 fine instead of the Ksh200. Vehicle owners will also be required to inform police if they find that the traffic offense notification fixed on their vehicle has been torn or defaced. This is to ensure that they are not held responsible for the offense. The information also had to be relayed to the police within two days either in writing or in person. Those who fail to do so will now be paying a fine of Ksh2,000 from the current Ksh200. Meanwhile, the Bill allows the police to leverage technology in dealing with traffic offenses on the roads. Following Ruto's move to assent to the Bill, traffic police officers will be able to use technology to serve motorists and direct them to pay fines. The Kenyan DAILY POST

Friday, April 26, 2024 - Githunguri Member of Parliament Gathoni Wamuchomba has received support from unlikely quarters after Wiper Leader Kalonzo Musyoka vowed to defend her through thick and thin from President William Ruto and his Deputy, Rigathi Gachagua’s threats. Speaking on Wednesday, Kalonzo vowed to lead a nationwide protest should Ruto and Gachagua persecute Wamuchomba politically over her stand. The Azimio principal recalled how Gachagua had sent police officers to chase him out of Kiambu County, but he would never let that happen again.  Kalonzo was speaking in Githunguri Constituency during Wamuchomba’s Food for Education programme held at Ikinu Primary School.  Describing himself as the country’s top mobiliser, Kalonzo remarked that even the national government appreciated his popularity among the masses. “Kalonzo being in Githunguri is protests already. I heard the County Commissioner asking how come Kalonzo is in Githunguri and I was not told,” he stated.  He warned United Democratic Alliance (UDA) leaders from Mt Kenya who were accusing Wamuchomba of being a rebel. The former vice president advised Wamuchomba to stay put in UDA and lead the opposition internally within the ruling party. According to Kalonzo, his support for Wamuchomba meant UDA would fear subjecting the legislator to a disciplinary process.  “She is now untouchable. Even if they wanted to come after her, if they knew I was here they cannot touch her,” he claimed. “I am the king of protests; I can protest from here Githunguri to the rest of Kenya and force them out of power before their term ends.” Issuing a warning to Gachagua, the Wiper leader remarked that even police officers would not dare disperse the protests since they were also suffering due to high taxation.  “When I came here in Kiambu last time, Gachagua sent police to chase us away. Friday, April 26, 2024 - President William Ruto and Raila Odinga's teams have recorded progress in amending some contentious issues in the Independent Electoral and Boundaries Commission (IEBC). This after the IEBC Amendment Bill underwent its second reading following its approval by the Justice and Legal Affairs Committee with recommendations. According to the Parliament, the Bills contained in the recommendations of the National Dialogue Committee (NADCO) report.  It is jointly sponsored by the Leader of the Majority Party Kimani Ichung’wah and the Leader of the Minority Party Opiyo Wandayi. The Supreme Court in its ruling held that certain provisions of the Act were unconstitutional hence warranting a new Act to remedy the wrongs of the Elections. The Bill seeks to amend the number of Members in the Selection Panel tasked with appointing the Commission to the IEBC. It proposes raising the number of panelists from 7 to 9 to accommodate a wide spectrum of stakeholders and interest groups while at the same time making sure to meet the two-thirds gender rule. The Bill also spells out the roles and functions of the Commission and those of the CEO who is the Secretary to the Commission. Additionally, the Bill outlines the academic qualifications needed for persons to be appointed. The Committee in its report recommended that the CEO of the IEBC should serve for a non-renewable term of 6 years to effectively plan and carry out an election with competence and independence of role. To address the shortcomings witnessed in the last General Election, the Bill proposes, that an audit of the election process be conducted one year after the conclusion of every election and the report tabled in Parliament and published in the Kenya Gazette. On the proper constitution of the Board, the Committee proposed the number of members required to meet quorum be set at 5, further providing that where a unanimous decision is not met during decision making, a majority vote should prevail.  The Kenyan DAILY POST

This is after President William Ruto proposed that Parliament reduce its expenditure on travel budgets and the expenses entailed in facilitating meetings. Addressing attendees during the inauguration of the Bunge Towers yesterday, Ruto asserted that Members of Parliament no longer necessitated additional resources for conducting meetings in hotels or other externally contracted venues. Ruto further expounded that the newly inaugurated Towers were fully equipped with meeting rooms boasting ample capacity. “There’s no more reason for extra resources to travel to hotels and places, now that we have all the facilities here, the meeting rooms, I hope I will see a significant drop Mr. Speaker in the budget of Parliament,” he stated. Additionally, he urged the House Speaker, Moses Wetangula, to incorporate the budget reductions when formulating the upcoming budget. This is after the Energy and Petroleum Regulatory Authority (EPRA) advised Kenyans to seek Kenya Power's permission before cutting down trees near power lines. In an advisory to Kenyans, the authority explained that cutting down trees or trimming tree branches without assistance can cause damage to the power lines. As a result, vast estates may suffer blackouts as a result of the action. "We advise against trimming or cutting trees near power lines as it can damage electrical equipment and cause potential outages to customers," EPRA urged. "You should seek assistance from the nearest Kenya Power office to safely remove trees or branches. Accidental contact with electricity can lead to severe burns, shocks, or even death." Earlier, Kenya Power Chief Executive Officer Joseph Siror had explained that trees growing too close to power lines contributed to outages by creating short circuits whenever it rained. He further added that heavy downpours highly likely caused a disturbance on the power distribution lines, leading to short circuits. "When it rains heavily, it can cause trees to fall on the line, and it causes a short circuit, thereby causing a disturbance on the network," Siror explained. "Sometimes rains are accompanied by strong winds which have an effect on the conductors and cause a disturbance." "Rain does a number of things. There is the aspect of lightning which is part of the factors but in certain installations like the poles and pylons and we have a situation where during heavy rains, some of them are washed away," he added. In a notice, it was noted that the licensed institutions were only 14 covering both those categorized as financial service providers allowed to operate nationally or within communities. Microfinance institutions are financial institutions that offer banking services to low-income individuals or groups. Among those institutions listed were; Faulu Microfinance Bank Limited, Kenya Women Microfinance Bank PLC, Salaam Microfinance Bank Limited, and SMEP Microfinance Bank PLC. Other licenced institutions were; LOLC Kenya Microfinance Bank PLC, Rafiki Microfinance Bank Limited, Branch Microfinance Bank Limited, Sumac Microfinance Bank Limited, U & I Microfinance Bank Limited, and Umba Microfinance Bank Limited. Choice Microfinance Bank Limited, Caritas Microfinance Bank Limited, On It Microfinance Bank Limited, and Muungano Microfinance Bank PLC were also among those licensed to operate. Friday, April 26, 2024 - A drug trafficker was early this morning ejected from a Nairobi-bound bus from Moyale and from him, 417g of Cocaine discovered hidden under the inner soles of his rubber shoes. Acting on intelligence information, anti-narcotics detectives augmented by the Operations Support Unit intercepted the bus belonging to Score Investment Ltd at Blue Post section of Thika, conducting a search that saw 24-year-old Charles Obaga Kavehere arrested. The suspect was taken to the Jomo Kenyatta Intn'l Airport (JKIA) for further screening within his person, where detectives established that, besides the 417g of cocaine estimated to be worth Sh1.8 million, he had swallowed more drugs that he intended to egest at the destination.
